Support Service Directorate
During the founding of International Civil AViation Organization(ICAO),
Ethiopia was one of the few countries who rectofied the Chicago Convention in
1944, and adhered to the safety standards spelled out in the Convention.
Within the framework of the Ethiopian Civil Aviation Authority, the Aviation Regulation Directorate
was established with appropriate organizational; structure to
implement the standards of and Acceptable Practices in accordance with Annnexs.
The Aviation Regulation Directorate is involved in the duties of technical
regulation. It plays the role of controling and regulating the air transport
industry in Ethiopia per the International Standards and Practices prescribed in
the Annexes to the Convention set by ICAO.
Aviation Regulation Directorate shares the mission of the Organization Ethiopia
Civil Aviation Authority(ECAA) in promoting a safe and reliable air transport
service in the country. The Department plays a key role in carring out the
Mission of ECAA in implementing the technical regulations.
The Ethiopian Civil Aviation Authority may render valid a licence issued by an
ICAO Contracting State, as an alternative to the issuance of an Ethiopian
Licence provided that:-

The licence is a genuine document and has an expiry date,

The ratings have expiry dates,
-
The licence holder has the appropriate category and type ratings,
-
The licence holder can confirm his maintenance or a/c instrument/simulator
proficiency.
Note:

The licence issuing state shall be contacted for transfer of the applicant's
record
-
The validity shall be established by a certificate of validation to be carried
with the original licence
-
The validity of the certificate of validation shall not extend beyond the
period of validity of the licence.

In the case of a non-expiring type of licence the validity is limited to six
months.

Certificate of validation shall be extended if the State which issued the
original licence renews the licence to be validated.

Written and /oral exam shall be conducted as appropriate.

Validation applies mainly to foreign nationals.
EXEMPTIONS
-
The holder of a valid foreign licence issued by an ICAO contracting
state, may be exempted from all or part of the requirements for the issuance of
an equivalent Ethiopian licence.

Category and type ratings appearing on the foreign licence at the time of
application may be transferred to the Ethiopian Licence provided the applicant
has exercised the privileges of his licence for a period of at least six months
within the last 24 months ( A/C Maintenance Technicians ) and within the 12
months preceding the month in which an application is submitted, the applicant
has completed his instrument proficiency check ( Pilots ).

Exemptions apply mainly to foreign nationals.
The Aviation Regulation Directorate accomplishes it duties with the support of 7 specialized process divisions namely, Air Craft Registration and
Air Worthiness Certefication Directorate ,Air Operators Certification and Servillance
Directorate, Aviation personnel and Training School Certification Directorate, Aerodrome
Safety and Standard Directorate, Air Transport and Planning Directorate, Security
and Facilitation Directorate, and Air Navigation Regulation Directorate.
1. Air
Craft Registration and Air Worthiness Certefication Directorate
- Issuance of Aircraft Registration
- Issuance of Aircraft Radio License
- Issuance /Renewal of Certificate of Airworthiness
- Issuance of Test Flight or One Time Ferry Flight Permit
- Issuance of Export Certificate of Airworthiness
- Issuance /Renewal of Aircraft Maintenance Organization Certificate
- Welders Approval for Welding an Aircraft Body and Other Parts of an
Aircraft
- Evaluation and Approval of the Following Documents Maintenance Program,
MEL, ETOPS Manual, Operator Maintenance Control Manual and other
documents.

aerodromes available in the country

aids to the development of airport infrastructures based on ICAO Annex, design aids
and service manuals.
- Control and monitor
aerodromes to give it's services to the required safety standard by ICAO Annexes

various airtransport facilities such as, towers, localizers, beacon houses, VOR/DME
shelters etc
5. Air Transport and Planning Directorate
- Strategic Planning and
Management
Develop long and short term strategic action plan that sustainbly enhance the quality
of Air Navigation services over the Ethiopian air space and technical ability to
regulate the air transport industry in order to meet the needs of users for safe,
regular, effcient and economical air transport.
- Economic Regulations of International and Domestic Air Transport
Services
Create a conductive economic regulatory environment that ensures progressive change
towards market access, effective and sustained service as well as fair competition
in international and Domestic air transport in order to increase users access to
the widest possible choice of options.
- Investment permit issuance to Domestic and Foreign Investor
- Issuance of Investment permit for expansion or upgrading of the existing investment
- Investment Permit renewal
- Issuance of operating permit for Scheduled & non-scheduled commercial air transport
and General Aviation
- Renewal of operating permit
6. Security and Facilitation Directorate
- Ensure the implementation of the Ethiopian Civil
Aviation Security Directive and the airport security program through inspection
and audit. Initiate a broad national policy and regulations relating to civil
aviation security.
- Review airline operators and international airport security programs
and ensure their implementation through inspection.
- Ensure the content of the Ethiopian Aviation Security Training Program
and Training Institutions meet the standards and recommended practices of international
civil aviation organization.
- Ensure the standards and recommended practices contained in annex
9 (facilitation) to the Chicago convention are implemented on airports serving international
civil aviation.
- Initiate a broad national policy and regulations relating to facilitation
and monitor their implementation through inspection.
7. Air Navigation Regulation Directorate
- Determine the degree of conformance achieved by the
air navigation services provider to the International Civil Aviation Organization(ICAO)
standards and recommended practices.
- Prepare Safety audit or inspection schedule and notify
to the air navigation provider the audit time table, check list, arrange entry meeting
before conducting safety audit or inspections and arrange exit meeting after conducting
audit to the auditee.
- Prepare directives and gudeline based on ICAO regulations
and conventions which help to follow the work of the air navigation provider.
- Ensure the training,rating and recruitment of air navigation
services technical staffs
- Ensure the followups after scheduled audit/inspection
- Prepare procedure handbooks and working instriuction.
