Looking beyond the Pandemic: Implementing the Global Reporting Format for runway surface conditions Despite the challenges brought about by the current crisis, runway safety remains one of ICAO’s top priorities. Although there has been a severe reduction in air traffic, runway incursions and excursions continue to occur. Some risks might even have increased due to changes in runway and taxiway utilization, different surface traffic patterns and more ‘continuous descent’ approaches. As we begin to emerge from the crisis, aviation needs to rebuild confidence both in itself as well as amongst the travelling public. Though the main challenges are directly associated with the COVID virus, such as quarantine regulations, ensuring the safety of aircraft operations, including runway safety, remains an important cornerstone of our industry. It, therefore, contributes to this much-needed confidence. The Global Reporting Format (GRF) for assessing and reporting runway surface conditions has been developed by ICAO to mitigate the risk of runway excursions, the most common form of runway safety-related incident, through the harmonized observation and reporting of runway surface conditions. It comprises the assessment of runway surface conditions by a trained observer (normally airport operations staff) who, using a globally recognized runway condition matrix, allocates a runway condition code to each third of a runway. This code is complemented by a description of the surface contaminant, including its type, depth and amount of coverage, again per third and using a globally recognized set of descriptors. The outcome of the evaluation is then incorporated into a standard report, the Runway Condition Report (RCR), which is then forwarded to the air traffic and aeronautical information services for transmission to pilots by SNOWTAM, by ATIS and if necessary also by radio broadcast. By correlating the RCR with aircraft performance data provided by the manufacturer, the flight crew is then able to calculate their takeoff or landing performance. This matching of standardized observation and reporting with standardized aircraft data is the key advantage of the GRF. Another important element of the GRF is the facility for flight crew to provide their own observations of runway surface conditions, used to confirm the RWYCC or provide an alert to changing conditions. It should also be noted that the GRF does not only apply to winter snow and ice conditions; it also applies to wet runways. Originally ICAO, with its Member States and the industry, had been working towards an applicability date of 5 November 2020. Awareness seminars and workshops have taken place in all ICAO regions; training courses for flight crew, airports operations, ATC and AIS staff have been developed or are under development. However, to alleviate the burden on Member States during, and in the aftermath of the COVID-19 pandemic, the ICAO Council issued a State Letter (SL 2020/073) postponing the applicability date until 4 November 2021. This delay reflects the importance of this runway safety related implementation and the need for a harmonized approach by affording everyone involved the opportunity to better prepare, even during these difficult times. ICAO, in partnership with States and industry, is now working towards the new date. Efforts to improve awareness and support preparations for implementation are being ramped-up, with the further development of training resources, the publishing additional guidance and the hosting webinars etc. It is the intention that, as far as possible, the GRF be implemented simultaneously around the globe on 4 November 2021. For this to happen preparations need to be made to ensure that airport operations, flight crew, ATC and AIS staff know about the GRF, that they are adequately trained, competent and ready for this important change. Accordingly, States should now appoint a focal point who should work with regulators, airports airlines, and service providers etc. to raise awareness and develop a State implementation plan. First ever self-prepared FPD Training Kicks off!


Ethiopian Civil Aviation Authority (ECAA) started to provide ‘Flight Procedural Design Training’ (FPD) to its employees today, the first self-designed and prepared type of training ever provided in Africa. The training, which will be supported by practical sessions, would enable trainees to design new Air Routes for the air transport service.

Officially opening the training, Col. Wossenyeleh Hunegnaw, Director General of the Ethiopian Civil Aviation Authority expressed his admiration and gratitude to Organizers of the training, who toiled a great deal from preparing the course design and manual to actually launching the training.

According to the Director General, with the exception of the African Flight Procedural Program (AFPP) in the West Africa, which renders this type training through outsourcing the task, there is no any other Civil Aviation organization in continent which has ever handled the task all by its own staffs. Col. Wossenyeleh also underscored that ECAA will commit itself into dealing with the ICAO to get the green light so that it can provide the training to the rest of African countries.

Nothing that ECAA is working to upgrade the training Center into an academy (boarding school) after the completion of the building being erected in its compound(which is near completion), many more courses will be provided locally in order to save the exorbitant foreign training costs the country incurs in hard currency.

Air Space Management Director, who is also co-Designer and trainer of the course, Mengistu Nigussie on his part said that PPD training in Singapore, for instance, costs 18 thousand dollars per person, which is too costly to afford for a poor nation like Ethiopia. “That was the reason behind our decision to prepare the training manual and start working out our staff all by ourselves. In fact, the task of preparing the manual and other arrangements took almost a year before we managed to complete it,” he stressed. “I was trained first and decided to prepare the manual with another colleague bidding to transfer the knowledge I acquired to the coming generation who can take over the duty of air route design,” Mengistu said adding that, “these eight employees, who are drawn from ATC, Aerodrome and Air navigation Regulation Directorates will be able to design their own Air routes for the air transport service at the end of the training program.” Present in the launching program including the Director General were Deputy Director General Shimelis Kibreab and other Directors of ECAA.

የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ከሚያከናውናቸው አበይት ተግባራት አንዱ የሆነውን የሀገሪቱን የአየር ክልል የመቆጣጠርና ደህንነቱ የተጠበቀና ምቹ የአየር ትራንስፖርት አቅርቦት እንዲኖር ማረጋገጥ ሲሆን በሀገራችን እያደገ የመጣውን የሰው አልባ አይሮፕላን (ድሮን) አጠቃቀምን የሚመለከት መመሪያ አዘጋጅቷ፡፡

ባለስልጣን መስሪያ ቤቱ በዋናነት ያዘጋጀው ይህ የሰው አልባ አይሮፕላን(ድሮን) አጠቃቀም መመሪያ በተከታታይ ከኢንፎርሜሽን መረብ ደህንነት ኤጀንሲና ከብሔራዊ መረጃ ደህንነት አገልግሎት ጋር ቀደም ሲል በርካታ ውይይቶች እና የማዳበሪያ ሀሳቦች የተካተቱበት ሲሆን በቅርቡ እንደሚፀድቅ ይጠበቃል፡፡

መመሪያው ሰው አልባ አዉሮፕላን አስመጪዎችን፣ የድሮን የበረራ ሙከራ የሚያደርጉትን፣ በድሮን ስራ የሚሰሩ ተቋማትን፣ ድሮን አስመጪዎችን እና በሀገር ውስጥ የሚገጣጥሙ ተቋማትን ጭምር እንዲያካትት ሆኖ የተዘጋጀ ሲሆን መንግስት የሚጠ ቀምባቸውን አይሮፕላኖችን፣ ሰው አልባ ባሉኖችን ተራ የልጆች መጫወቻዎችንና ካይቶችን እና የመሳሰሉትን እንደማያካትት ለመረዳት ተችሏል፡፡

ECAA devises circulars to mitigate the impact of Covid-19 in the industry


The Ethiopian Civil Aviation Authority (ECAA) devised five circulars bidding to curtail the colossal impact of the global pandemic, Covid-19, in the industry; thereby ensuring the utmost satisfaction of customers.

The circulars are named Safety Circular Transport of Cargo in Passenger Compartment, National Interim Guidance on Aircraft on Aircraft Cleaning and Disinfection in Relation to the Covid-19 pandemic, Industry Communication (Air Operators), Guidance on Management of Crew members in relation to Covid-19 (All Airline Operators) and Airport Preparedness Guidelines for Outbreaks of Communicable Disease.

ለአንድ ሳምንት በኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን የተለያዩ የስራ ክፍሎችን ኦዲት ሲደርግ የቆየው የአለም አቀፉ የሲቪል አቪዬሽን ድርጅት የልኡካን ቡድኑ ሪፖርቱን አቀረበ፡፡ በባለስልጣን መስሪያ ቤቱ መሰብሰቢያ አዳራሽ ባቀረበው የቅድመ-ምዘና(ኦዲት) ሪፖርት ባለስልጣን መስሪያ ቤቱ በታሪኩም ከአፍሪካ ሀገሮች ጋር ሲወዳደር እጅግ ከፍተኛ ውጤት ማስመዝገቡን ገልጿ፡፡

የልኡካኑ መሪ ሚስተር ኡስማን ኬሞ ማጃንግ እንደገለፁት የባለስልጣን መስሪያ ቤቱ ቅድመ ምርመራ የስራ አፈፃፀም እንደሚያሳየው በፊት ከነበረበት 73.2 ደረጃ አሁን በተደረገው ኦዲት ደረጃውን ወደ 91.78 ማሳደግ መቻሉን ተናግረዋል፡፡ የልዑካን ቡድኑ መሪ አያይዘውም ባገኛችሁት ውጤት ልትኮሩ ይገባችኋል ብለዋል፡፡ኦዲተሮቹ በዋናነት የባለስልጣን መስሪያ ቤቱን የአይሮፕላን ምዝገባ እና አግባብነት የሰርተፍኬት አሰጣጥ ፣ የኤርናቪጌሽን ቁጥጥር ፣ የኤሮድሮም ሴፍቲ እና እስታንዳርድ፣ የአየር አገልግሎት ሰርተፍኬትና ክትትል፣ የአቪዬሽን ባለሙያዎች የሰው ሀይል እና ስልጠና ዳይሬክቶሬቶችን፣ የህግ አወጣጥና አገልግሎት፣ የሰው ሃይል አስተዳደር እና የአደጋ ምርመራ ቢሮን ስራ ኦዲት ያደረገ ሲሆን የልኡካን ቡድኑም በእያንዳንዱ ክፍል የስራ እንቅስቃሴ መሻሻል እንደተመለከቱ ገልፀዋል፡፡

ከ75 ዓመት በፊት በ1937 ዓ.ም የተቋቋመው የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ቀልጣፋና ኢኮኖሚያዊ የሆነ የሲቪል አየር ትራንስፖርትና አጠቃላይ የአቪዬሽን አገልግሎት ስርዓት እንዲኖር ማስቻልና መደገፍ፣ ደህንነቱ የተጠበቀና ምቹ የአየር ትራንስፖርት አቅርቦት እንዲኖር ማመቻቸት፣ የሃገር ውስጥና የዓለማቀፍ አየር ትራንስፖርት መስመሮችን ማሳደግ፣ አስተማማኝና ለረጅም ጊዜ የሚቆይ የአየር ትራንስፖርት ስርዓት ማረጋገጥ እንዲሁም የኢትዮጵያን አየር ክልል ደህንነት ማረጋገጥና ቀልጣፋ ማድረግና ሌሎች አላማዎችን እየተገበረ ይገኛል፡፡

የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ዋና ባለድርሻ አካላት የሆኑትን የኢትዮጵያ አየር መንገድ ግሩፕና ሌሎች አጠቃላይ የግል አየር ኦፕሬተሮችን አቪዬሽን አሰራር ይከታተላል፣ ይገመግማል፣ ይቆጣጠራል፡፡

ባለስልጣን መስሪያ ቤቱ የ10 አመት ስትራቴጂክ ዕቅድ በማውጣት በርካታ ዓለማቀፍ የደህንነት ዕቅዶች፣ ዘመናዊ የኤር ናቪጌሽንና የቅኝት መሳሪያዎች ማስፋፊያ ስራ፣ የሲቪል አቪዬሽን የሴፍቲ ኦዲት ደረጃ አሁን ካለበት ለማሻሻል፣ የአውሮፕላን አደጋ አጋጣሚ መጠንን በየ10 ሺህ በረራ ቁጥር 0.5 ማድረስ፣ የአውሮፕላን አደጋ በ100 ሺህ በረራ ቁጥር 0.4 ማድረስ፣ የኤርፖርቶች ብዛት ቁጥር 27 ማድረስ፣ የአየር ክልል ሽፋን በመቶኛ 99 ማድረስ እና የአውሮፕላን የመነሻና ማረፊያ ጊዜ በደቂቃ መነሻ 2.5 እና ከዚያ በታች ማረፊያ 3 ነጥብና ከዚያ በታች እንዲሆን ተግባራዊ ለማድረግ በእንቅስቃሴ ላይ ሲሆን ባለስልጣን መ/ቤቱ አሁን ባለው አሠራር አፈጻጸምና የሲፍቲ ኦዲት ተደርጎ ከአፍሪካ ቀዳሚውን ደረጃ ይዟል፡፡

ECAA scores record high outcome in International Audit


The International Civil Aviation Organization (ICAO) Coordinated Validation Mission yesterday disclosed that the Ethiopian Civil Aviation Authority (ECAA) has scored highest performance evaluation result ever achieved in its history; the highest even in Africa during the just-ended fiscal year.

In a meeting held at the Authority’s assembly hall, team leader of the mission Ousman Kemo Manjang announced the preliminary result of the performance evaluation after rigorously analyzing the overall safety oversight activities and operation of the Authority for the last seven consecutive days.

He said the Ethiopian Civil Aviation Authority attained 91.78 scores in the year 2019 from 73.2 recorded in the previous year; which is quite an astonishing success for the Authority.

The ICAO’s mission made the evaluation on directorates of Aviation Personnel and Training Organization Certification, Air Operator Certification and Surveillance, Aircraft Registration and Air Worthiness Certification, Air Navigation Regulation, Aerodrome Safety and Standards, Accident Investigation, and support staffs of the Authority, it was learned.

Expressing his gratitude for the ICAO’s mission, Wossenyeleh Hunegnaw (Col.), Director General of ECAA vowed to maintain excellence in the aviation operation on behalf of his staff thereby assuring sustainable delivery of services which can cope up with the swiftly changing global aviation technology.

Present in the meeting were High ranking officials of the Ethiopian Airlines Group, Private Air transport operators and Directors of ECAA.

90 Years Ago


Aviation in Ethiopia is the earliest in the African continent, and it all began when the Ethiopian government officials paid a visit to Yemen in 1928.These officials witnessed the British Royal Air force airplanes operating in the country.

Back home they tried to explain the need to purchase such aircrafts for the country, the convinced government then decided to purchase the aircrafts which later went operational in the specified year. But the aircrafts were rendering military and other government services, not for passengers. One of these pioneer and oldest aircrafts was “Potez-27” with 450-500hp. This was the first time an aircraft flew over Ethiopian sky.

In August 1928 a French-made airplane made a five-hour flight from Djibouti to Addis Ababa at a place called “Gefersa’’, introducing aviation to Ethiopia. History has it that between 1928 to 1936 Ethiopia managed to import a total of 20 aircrafts, heralding the official commencement of the industry in the country.

Ethiopian Air Force ATC Candidates Graduated


Ethiopian Civil Aviation Training Center yesterday graduated 10 candidates of the Ethiopian Air Force who accomplished the Basic Aerodrome Air Traffic Control practical training given for two consecutive months. ECAA, as part of bestowing its national responsibility of safeguarding the country’s airspace, it is proud to witness the inauguration of these ATC personnel, said Shimelis Kibreab, deputy director of Air navigation during the graduation ceremony. He, on behalf of ECAA, pledged to give similar trainings pro bono in the future.

Outstanding students were honored with prizes. Representatives of the Ethiopian Air force were present in the graduation ceremony. Two of the graduates were girls, it was testified.

Requirement for carriage & registration of ELTs operating on 406 MHz


Ethiopia recognizes the great importance of saving lives and the need to directly involve in rendering aeronautical search and rescue (SAR) services to persons in distress.It is also important to note that in order to provide a timely SAR service and help prevent and cope with distress situations; we have to facilitate international cooperation and coordination on a daily basis.

Although international cooperation in this respect takes a multi-dimensional aspect, the COSPAS-SARSAT service is exemplary in supporting this life-saving Endeavour.

This system is a proven method of using satellite for the relay of distress alert signals from affected aircraft ELTs to the concerned rescue coordination centers (RCC) for speedy spotting and mobilization of rescue units to the sites. ELTs designed for effective compatibility with the satellite system by accurately identifying the distressed aircraft and the exact location of an accident is the one that operates on 406 MHZ frequency.

406MHZ ELTs are normally accepted since their signals play via COSPASSARSAT satellite, local user terminals (LUTs) and mission control centers (MCCs) to SAR points of contact (SPOCs) for speedy activation of SAR operations without being affected by limited range from LUTs as in the case of LETs on 121.5MHZ. It is, therefore, mandatory that aircraft equipped with ELTs operating on 406MHZ be duly registered and such records be kept at the concerned RCC.

ECAA joins the national effort of tree plantation campaign

Acclaiming the commitment of the employees testified during the plantation campaign, Colonel Wossenyeleh Hunegnaw, Director General of ECAA called for collaboration once again to make the national plantation campaign which is scheduled to be held a week later.

ECAA Training center graduated Air Traffic Controllers (ATC)

ECAAThe Ethiopian Civil Aviation Authority (ECAA) training center graduated eight Air Traffic Controllers (ATC) from the Republic of Somalia out of which two are females.

On the graduation ceremony held on June 28, 2019, State Minister of Transport, Hiwot Mossissa noted that it was a great honor to have Somalia ATC graduates in Ethiopia’s Aviation Training Center, adding that the training could enable the Government of Somalia to gain control over its air space by its own citizen controllers.

Present in the graduation ceremony were Mr.Mohamed Abudulahi Salta, Minister of Transport and Civil Aviation of the Republic of Somalia, Col. Wossenyeleh Hunegnaw, Director General of ECAA, Directors of the ECAA, and invited guests, among others.

In the meeting that was chaired by Col. Wessenyeleh Hunegnaw, Director General of the Ethiopian Civil Aviation Authority (ECAA), various issues like the impact of foreign investment in the aviation industry, fundamental factors to scaling up the role of private Operators, among others, were raised.

During the final hours of the meeting which was held at ECAA’s headquarters, representatives from the Ethiopian Airlines Group reaffirmed their commitment to provide all the support to private aviation operators so that it could witness them grow and prosper, which was highly applauded from the participants.

Flight Ban

ዳይሬክተሩ አያይዘውም ዓለም አቀፉ ድርጅት የኢትዮጵያ ሲቪል አቪዬሽን ስልጠና ማእከል አሰራርን በመገምገም በተለያዩ ጊዜያት በሚሰጠው አስተያየትና የግምገማ ውጤት መሰረት እንዲሁም የማዕከሉ ከፍተኛ ባለሙያዎች ባዘጋጁት ደረጃውን የጠበቀ የስልጠና ሰነድና መርሃ-ግብር /Standardized Training Package/ መሰረት ይህ ደረጃ ሊገኝ ችሏል ብለዋል.

ስልጠና ማዕከሉ በአሁን ሰዓት ለ20 ጅቡታያን ሰልጣኞች ስልጠና እየሠጠ የሚገኝ ሲሆን ባለፈው አመትም ለሱማሌ ላንድ የአየር ትራፊክ ተቆጣጣሪዎች ስልጠና መሥጠቱ ይታወሣል.

Standing Committee Visit ECAAMembers of the Transport Affairs Standing Committee with the House of Peoples Representatives (HPR) said the Ethiopian Civil Aviation Authority (ECAA) has contributed a lot to the nation’s air transport safety and development.

Upon their visit to the Headquarters of the Authority, members of the standing committee were briefed by Shemels Kibreab, ECAA Deputy Director, on the overall progress of the Authority, including major achievements and challenges faced. They also paid visits to Authority’s Training Center and Air Traffic Control Tower at Bole International Airport, where they gained insight into the major tasks of the Authority.

While briefing the members, Shemels indicated that the Authority has undertaken significant activities to enhance the nation’s air transport sector, ensuring safety and security. Nevertheless, he said, “financial constraints in implementing capacity building programs, lack of encouraging response for performance reports and incompatibility of organizational structure with duties and responsibilities are the main challenges.”

Committee members on their part stated that the Ethiopian Civil Aviation Authority appears to be the backbone for the advancement of the national carrier-the Ethiopian Airlines as well as the development of private air operators. They asked what relationships the Authority has with stakeholders and similar institutions in the neighboring states; whether there exist sufficient number of skilled personnel that is competent and capable of unleashing modern communication, navigation and surveillance devices and other questions.

The Deputy Director noted that the Authority has established commendable relations with stakeholders such as Ethiopian Airlines and the Ethiopian Airports Enterprise, adding that modern navigation equipment have become operational, with sufficient number of skilled manpower. Standing Committee Chairperson, honorable Kalid Ahmed said, “I’m so proud of the Ethiopian Civil Aviation Authority that manages to control 97% of the country’s air space and ensure reliable safety in the sector.” He further stated that the encouraging activities being undertaken by the Authority need to be strengthened.

Kalid reiterated the need to retain Authority’s human resource, exert relentless effort for the implementation of air transport policy and to alleviate challenges faced with regards to organizational structure, directives, rules and regulations.

የመሰረት ድንጋዩን ያስቀመጡት የዕለቱ የክብር እንግዳ የኢፌዴሪ የትራንስፖርት ሚንስትር ክቡር አቶ አህመድ ሽዴ ሲሆኑ ፣ ከፍተኛ የመንግስት የስራ ኃላፊዎች፣ የአለምአቀፉ የሲቪል አቪዬሽን ድርጅት ፕሬዚዳንት ዶ/ር ኦሉሙዪዋ በርናርድ አልዩ፣ የቀድሞው የኢፌዴሪ ፕሬዚዳንትና የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣንን ጭምር በዋና ስራ አስፈፃሚ ያገለገሉት ክቡር ዶክተር ግርማ ወ/ጊዮርጊስ እና ሌሎች ጥሪ የተደረገላቸው እንግዶች በስነ ስርዓቱ ላይ ተገኝተዋል. በእለቱ ንግግር ያደረጉት ክቡር አቶ አህመድ ሽዴ “ለአቪዬሽን ሴክተሩ የሚደረጉ የአቅም ግንባታ ስራዎች እጅግ ወሳኝ ሚና አላቸው” ሲሉ የገለፁ ሲሆን የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን የሚገነባው ህንፃም አገልግሎቱን የተቀላጠፈ ለማድረግ የበኩሉን አስተዋፅኦ ያበረክታል ሲሉ ያላቸውን እምነት ገልፀው ሚንስቴር መስሪያ ቤታቸውም ጥረቱን እንደሚያግዝ ጠቁመዋል.

የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ዋና ዳይሬክተር ኮሎኔል ወሰንየለህ ሁነኛው በበኩላቸው ከ70 ዓመታት በፊት ሶስት ቋሚ ሰራተኞችን ብቻ ይዞ በትንሽ ቢሮ ውስጥ ጎልፍ ክለብ ቅጥር ጊቢ ውስጥ ስራ የጀመረው የኢትዮጵያ ሲቪል አቪዬሽን ዛሬ በርካታ ቁጥር ያላቸው ሰራተኞችን በመቅጠር የአገልግሎት አድማሱን በማስፋቱ ከፍተኛ የቢሮ እጥረት እየገጠመው ይገኛል፡፡ “በመሆኑም” አሉ ዋና ስራ አስፈፃሚው “ በመሆኑም ይህ ህንፃ ተገንብቶ ሲጠናቀቅ አሁን ያለውን የቢሮ ችግር ለመቅረፍ ከመቻሉም በተጨማሪ ለሀገሪቱ ገፅታ ግንባታ የበኩሉን አስተዋፅኦ ያበረክታል” ብለዋል.

የህንፃው ዲዛይን እንደሚያሳየው ህንፃው ተገንብቶ ሲጠናቀቅ ሰራተኞች ዘመናዊና የተመቻቸ ቢሮ እንዲኖራቸው ከማስቻሉም በተጨማሪ የሲቪል አቪዬሽን ሙዝየም፣ የሲቪል አቪየሽን ማሰልጠኛ አካዳሚ፣ የተለያዩ የእስፖርትና የመዝናኛ ስፍራዎች፣ የመኪና ፓርኪንግና አረንጓዴ እንዲሁም የሚከራዩ ቢሮዎች የሚኖሩት ሲሆን በቀጣይ በብቃት ማከናወን የሚችሉ የኮንስትራክሽን ተቋማትን በክፍት ጨረታ በማጫረት የግንባታ ስራው እንደሚከናወን ለመረዳት ተችሏል.

ኢትዮጵያና ናይጄርያ የበረራ ስምምነት አሻሻሉኢትዮጵያና የናይጄሪያ ፌዴራላዊ ሪፐብሊክ መንግስት እ.ኤ.አ በጁላይ 5/2005 ተፈራርመውት በነበረው የአየር አገልግሎት ስምምነት አፈፃፀም ዙሪያ ላይ በመወያየት የመግባብያ ሰነድ ተፈራረሙ.

ሁለቱ ወገኖች እ.ኤ.አ ከታህሳስ 14-15/2016 አዲስ አባባ ላይ ባደረጉት የምክክር ስብሰባ የኢትዮጵያ አየር መንገድ ወደ ናይጄሪያ በሚያደርገው የበረራ አገልግሎት የተጣለውን ቀረጥ፣ እንዲሁም አየር መንገዱ በናይጄሪያ ከትኬት እና ከልዩ ልዩ አገልግሎቶች ሽያጭ በናይጄሪያ ምንዛሪ (ኒያራ) የሰበሰበው ገቢ በውጭ ምንዛሪ (USD) ለማሰተላለፍ ከናይጄሪያ ባንኮች የገጠመውን ችግር ለመፍታት የናይጄርያ መንግስት የተቻለውን ሁሉ እያደረገ መሆኑ ተገልጿል.

የትራፊክ፣የመንገደኛ እና የካርጎ ምልልስን በተመለከተ በተደረገው ድርድር በሳምንት ቀደም ብሎ ከተፈቀደው 3 የካርጎ ምልልስ በተጨማሪ 9 የካርጎ ምልልስ በመጨመር ወደ 12 የካርጎ ኦፕሬሽን ምልልስ እንዲደረግ ተወስኗል.

የሁለቱ ልኡካን ቡድኖች ከአየር አገልግሎቱ ስምምነት ውጪ በሆኑ ልዩ ልዩ ጉዳዮች ላይ በመወያየት ውሳኔዎችን አሳልፈዋል. ስምምነቱን የፈረሙት የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ተወካይ ምክትል ዋና ዳይሬክተር አቶ ሽመልስ ክብረአብ ሲሆኑ የናይጄሪያ ፌዴራል ሪፐብሊክን በመወከል በትራንስፖርት ሚኒስቴር የአየር ትራንስፖርት አሰተዳደር መምሪያ ምክትል ዳይሬክተር የሆኑት ራፋኤል አይ ኢዲአሉ ናቸው.

የትራንስፖርት ሚኒስቴር ሚንስትር የኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣንን ጎበኙየትራንስፖርት ሚኒስቴርን እንዲመሩ አዲስ የተሾሙት የተከበሩ አቶ አህመድ ሺዲ ህዳር 21/2009 ዓ.ም በአቪዬሽን ሴክተር ተቋማት ተገኝተው የሥራ ጉብኝት ያደረጉ ሲሆን በጉብኝታቸውም በኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ዋና መስሪያ ቤት ተገኝተው ከባለስልጣን መስሪያ ቤቱ ከፍተኛ አመራሮችና የማኔጅመንት አባላት ጋር ወይይት አድርገዋል.

በዕለቱም የኢትጵያ ሲቪል አቪዬሽን ባለስልጣን ዋና ዳይሬክተር ኮ/ል ወሰንየለህ ሁነኛው ባለስለጣን መስሪያ ቤቱ የተቋቋመበትን ዋና ዓላማ፣ መስሪያ ቤቱ በእስካሁኑ ጉዞው ያከናወናቸው ተግባራት፣ ኢትዮጵያ በአቪዬሽን ሴክተር ተቋም ያለችበትን ደረጃ የሚያሣይና በአገር አቀፍና በዓለም አቀፍ ደረጃ ባለስልጣን መስሪያ ቤቱ የአለበትን ሃላፊነት፣ እየተሠሩ ያሉ ተግባራትና ወደፊት ሊሠሩ የታሰቡ ፕሮጀክቶችንና እንደተቋም የሚታዩ ችግሮችን ለክቡር ሚንስትሩ በጽሁፍ አቅርበዋል፡፡ በቀረበው ጽሁፍ ላይ ሚንስትሩ እና የማኔጅመንት አባላት ውይይት አድርገዋል.

በእለቱም ሚንስትሩ በኢትዮጵያ ሲቪል አቪዬሽን ባለስልጣን ዋና መስሪያ ቤት የሚገኘውን የአቪዬሽን ባለሙያዎች ስልጠና ማእከልን፣ ቦሌ አለም አቀፍ ኤርፖርት የሚገኘውን ታወር፣የኮሙዩኒኬሽንና ናቪጌሽን እንዲሁም የአየር ትራፊክ መቆጣሪያ መሳሪዎችን ጉብኝት አድርገዋል፡፡ </>

በመጨረሻም ሚኒስተሩ ሃገራችን ኢትዮጵያ በአቪዬሽን ዘርፍ የደረሰችበትን ደረጃ በማድነቅ በቀጣይ ለሚሰሩ ስራዎች ሚንስትር መስሪያ ቤቱ የበኩሉን ድጋፍ እንደሚያደርግ ክቡር ሚንስትሩ ገልጸዋል.


ኢትዮጵያና ዲሞክራቲክ ሪፐብሊክ ኮንጎ የአየር አገልግሎት ስምምነት አሻሽለው ተፈራረሙ

በኢፌዲሪ እና በኮንጎ ዲሞክራቲክ ሪፐብሊክ መንግሥታት መካከል ያለው የአየር አገልግሎት ስምምነት ሁለቱ ወገኖች ከመስከረም 13-14/2016 አዲስ አበባ ላይ ባደረጉት ድርድር ተሻሽሎ ተፈርሟል. በኢትዮጵያ በኩል ስምምነቱን የፈረሙት የኢትዮጵያ ሲቪል አቪዬሽን ባለሥልጣን ዋና ዳይሬክተር ኮ/ል ወሰንየለህ ሁነኛው ሲሆኑ ዲሞክራቲክ ኮንጎን በመወከል ደግሞ ሚ/ር ኧርነስት ኢላኝዋ ቦናያ (Mr.Ernest ILANG’IKWA BONKANYA) የዲሞክራቲክ ኮንጎ ትራንስፖርትና መገናኛ ሚኒስትር የአቪዬሸን አማካሪ ናቸው፤ ስምምነቱ ከ4 ዓመት በፊት የተፈረመውን የበረራ ስምምነት አቪዬሽን ከደረሰበት ደረጃና ከወቅቱ የገበያ ሁኔታ አንጻር በማሻሻል የተፈረመ ሲሆን ለኢትዮጵያ አየር መንገድ:

  • ለመንገደኛ አገልግሎት ወደ ኪንሻሳ፣ሉሙምባሺና ጎማ ከተሞች በሳምንት 10፣6፣3 የነበረው የበረራ ምልልስ (frequency) ወደ 12፣7፣5 ከፍ እንዲል.
  • የኪንሻሳ በረራ ከመጪው የፈረንጆቹ የበጋ ወራት (Summer) 2017 ጀምሮ በሳምንት ከ12 ወደ 14 ከፍ እንዲል፤
  • ለጭነት በረራ ለሦስቱም መዳረሻዎች በሳምንት 7 የነበረው የበረራ ምልልስ (frequency) ለያንዳንዱ መዳረሻ በሳምንት 7 ሆኖ በድምሩ ወደ 21 ከፍ እንዲል.
  • የብሩንዲ መዲና በሆነችው ቡጁምቡራ ላይ ተጥሎ የነበረው የ5ኛ ትራፊክ መብት ክልከላ እንዲነሳ፤ የሚፈቅድ በመሆኑ ከፍተኛ ጠቀሜታ ያለው ነው.

ስምምነቱ በ2ኛው የ5ት ዓመት የዕድገትና ትራንስፎርሜሽን ዕቅድ ዓለማቀፍ መዳረሻዎችን ማስፋትና ማሳደግ በሚል ለተጣለው ግብ ስኬታማነት ግብዓት ከመሆኑም በላይ ከመንገደኛና ጭነት ማጓጓዝ ባሻገር የሁለቱን ሀገራት የንግድ፣የኢንቨስትመንትና የቱሪዝም ፍሰት ለማበረታታትና ለማሳደግ ጉልህ ሚና ያለው ነው.


Ethiopia Modernizes Air Traffic Control

Addis Ababa (Ethiopia 2013): Following the commissioning of modern surveillance equipment in the country, the Ethiopian Civil Aviation Authority (ECAA) has graduated 24 Air Traffic Controllers in modern surveillance technology in a three round trainings conducted under a training project jointly organized by ECAA and the International Civil Aviation Organization (ICAO).

On the training project completion event, Colonel Wesenyeleh Hunegnaw, Director General of ECAA, said the attempt of modernizing the Air Traffic Management through the acquisition of modern surveillance technology and continuous training reveals the commitments of the Ethiopian government to realize a safe and efficient civil aviation service.

Speaking on the event, Mr. Muhammad Khawaj, ICAO Project Coordinator, said ADS-B technology of which the trainees have acquired operational skill, has proven to be more accurate, advanced and cost effective than RADAR. He also said, adopting this technology in providing safety in the skies of Ethiopia is a sign of the strategic vision of the Aviation management. According to Mr. Mohammed Khawaj, USA, Canada and Australia have started using this technology, however they didn’t cover their entire territories as Ethiopia has done. Adding, to his speech Mr. Mohammed Khawaj emphasized the fact that Ethiopia is probably the first country to implement the technology across the continent. The graduates, according to the project coordinator, have acquired the required knowledge and skill that makes them capable of operating both RADAR as well as Automatic Dependant Surveillance- Broadcast (ADS-B) systems.

As a result of the just completed training project, the surveillance technology has become operational for 24 hours. Ethiopian instructors, who have taken Train-The Trainer- course, have replaced ICAO Technical Cooperation Bureau Instructors and currently conducting surveillance training by themselves.

Ethiopia and Vietnam Signed Memorandum of Understanding (MOU) for Air Transport Agreement

Addis Ababa (Ethiopia 16th July 2013): Colonel Wesenyeleh Hunegnaw, Director General, Ethiopian Civil Aviation Authority and Mr. VO Huy Cuong, Director General, Civil Aviation Authority of Vietnam Socialist Republic put their signature on the MOU.

On the occasion of signing the MOU, Colonel Wesenyeleh noted that signing the bilateral agreement is not only benefiting the two countries that are in the in the course of a rapid economic growth, but it also allows the Ethiopian Airline, a rapidly growing African Airline, to extend its destinations to the Far East and Indian Ocean regions.

The MOU signed at initial level was hosted by the Vietnamese Government Between July 11 & 12/2013 in Vietnam, Hanoi. It gives a provision of making 7 passenger and 7 cargo flights per week between Hanoi and Addis Ababa following its endorsement by the full signature of the representatives of the two countries.
