Security and
facilitation directorate

Ensuring the seamless and secure movement of passengers, crew, and cargo while upholding international standards set by the Chicago Convention Annex 9.

National coordination & policy

  • Organizing and coordinating the national facilitation program to ensure all agencies are aware of their responsibilities.

  • Ensuring compliance with the standards and recommended practices (SARPs) in Annex 9 to the Chicago Convention.

  • Initiating broad national policies and regulations relating to facilitation and monitoring implementation through quality control.

Operational oversight

  • Effective implementation of facilitation measures related to movement of passengers, cargo, mails, and baggage.

  • Conducting inspections and audits at international and domestic airports.

  • Forwarding recommendations to maximize facilitation efficiency at all national airports.

  • Reviewing and approving individual airport facilitation programs.

Certification services

  • Issuance of crew member certificates (CMC) to appropriate airline operators registered in Ethiopia.

  • Maintaining records and standards for personnel facilitation documents.

  • Ensuring implementation of facilitation standards through dedicated audits and inspections.
